This is related to this annoucement by Gerald Ford,of the start of the Colorado Projet which will lead to the Condon report. Ford was very eager to get UFOs to be studied because of the many sightings in Michigan that year. When he later became President, he set the Freedom of Information Act (FOIA) up.
WASHINGTON, April 21 (AP) -- Representative Gerald R. Ford, Republican of Michigan, said today that the Air Force had contracted with a group of scientists to make an independant study of the sightings of unidentified flying objects. He said the study was to start soon after July 1.
