According to many ufological sources that seemed to have copied the same information, Argentinean national newspaper La Razon published a story of one Rafael Aguirre Donoso who was driving inlands some 20 km from the coastal city of Arica in Chile.
He saw a strange craft land, and two man of light skin color came out and asked him for some water, using a mix of Spanish and English. Donoso gave then some water from his car's radiator and the men went back in their aircraft and took off.
Spanish ufologist Luis Gonzalez seems to have found out via correspondence that the case occurred on June 19, 1964, and not on June 15, 1964 as indicated in previous ufological sources, that the witness was a ship guard and not a miner, and that the men from the aircraft first asked for water in English first and Spanish later, and not in a mix of these languages. He specifies that Donoso was quite upset that nobody would believe his story.
From the meager descriptions and in lack of the original newspaper article or any further investigation, it seems quite obvious to me that Donoso possibly met some light helicopter crew.

In his chapter for the book of Charles Bowen, the editor of the Flying Saucer Review indicates that on June 15, 1964, the Chilean minor Raphael Aguirre Donoso drove at some 20 kilometers from Arica, inland, when he saw strange machine of 3 meters length and one meter broad that landed.
Two men of good appearance came out of it, and in a mix of English and Spanish, they asked for a little water. Donoso gave some to them, they went up in their apparatus, which rose quickly and disappeared.
Gordon Creighton indicates that his sources are the newspaper La Razon of Buenos Aires for June 21, 1964, and the Flying Saucer Review of March/April 1964.

In his UFO landing cases listing, Jacques Vallée indicates that on June 15, 1964, in Arica, Chile, the miner R. A. Donoso observed a strange machine land. Two fair-skinned men emerged from it and asked for water in a language that seemed to be a mixture of English and Spanish. Donoso took some water from his car radiator for them and they left. Their craft was about 3 meters long and 1 meter wide.
Vallée indicates "FSR 65; 2" as source.

The authors indicate that many world cases show beings which were seen drawing water from a river or a lake, among those, the case which follows, from the Vallée catalogue.
The two ufologists indicate that on June 15, 1964, in Arica, Chile, minor, Rafael Aguirre Donoso observed the landing of a strange craft from where two fair-skinned men came out and asked him for some water, using a language that seemed a mix of English and Spanish. Donoso gave them some water and they left.

In his catalogue, Luis Gonzalez indicates that in Arica, Chile, on June 19, 1964, ship watchman R. A. Donoso observed a strange craft, 3 meters long and 1 meter wide "with a gun machine on top" land in a crossroad.
Two fair-skinned men dressed like "the astronauts" came out of and asked for water, first in English, and later in Spanish. The witness took some water from his car's radiator for them and they left.
The witness got quite upset because nobody believed him.
Luis Gonzales indicates that his sources are a personal correspondence in 2003 from Diego Zúñiga, the Gordon Creighton chapter "The Humanoids in Latin America", in Charles Bowen's 1967 book "The Humanoids", page 150, the newspaper La Razón of Buenos Aires for June 21, 1964 and the Magonia Catalogue case #615; which has a wrong date.
From the meager event description and in the lack of the original newspaper article or any other investigation report, it seems very obvious to me that Donoso probably met the crew of some light helicopter.
It is indeed obvious that he describes men, probably foreign, hence their skin, paler than usual Chileans skin, and their use of English initially and Spanish then.
The aircraft is absolutely not described in the ufological literature, it is clear that there is not the least element of strangeness mentioned in all that remains available for now of the story.
