Having found in 2018 the primary source, a report by B. Delabroye of the ufology group OURANOS on his investigation made on May 30, 1972 by questioning the witness, published in the magazine Phénomènes Inconnus No. 4 issue of 1972 of this ufology group, I quote here the entirety of this report:
"This observation goes back many years, but it is only today that the witness, Mrs. S., following the television broadcast of March 24th, has made it known to us."
"Unfortunately, it is very painful for our research that many observations remain, for lack of information, unknown to our study centers."
"The observation dates from the first half of July 1947, the precise date remains marked in the memory of the witness following a serious accident which occurred in her family at that time. This happened in the afternoon, about fifteen o'clock, on the road from Rouen to Amfreville-laMivre[sic, typo for Amfreville-la-Mi-Voie] (exactly about two kilometers from Amfreville, on a road along the Seine). The day was sunny, no clouds. the witness was riding on a bicycle, when she spotted on the road a posed object, of unusual appearance."
"The witness advanced up to a hundred meters and here is the sight that presented itself to her on this day in 1947: an oval object, matt gray, placed on the ground, without landing support (wheels, feet). Its length was about three meters. Its height between one meter to two meters. In the vicinity of the object, two beings oddly dressed in gray clothes, with a hat without rebound gray color too, were busy in a task difficult to define. The size of these beings did not exceed one meter. On the apparatus, the witness could notice an opening of about fifty centimeters, situated slightly behind the central axis of the object taking into account the side by which the latter was moving."
"Reaching about a hundred meters from the object, the witness got off her bicycle and used the bell of the latter to signal her presence. It was then that the two humanoids turned around and saw the witness. Immediately, they rushed towards the apparatus and went up in the circular opening. The object then rose, without noise, vertically, up to a hundred meters of altitude. At this distance, it stopped for a few moments while oscillating on itself to leave again at high speed towards Sotteville-lès-Rouen (in the south-east of the place of the landing). The whole thing had occurred in the utmost silence."
"This observation is similar to many cases in our files, coming from all over the world. The witness enjoys an excellent reputation. Mrs. S. is very sharp, despite her age (82 years) She has her conscience and reminded us of this memory with great precision. It is unthinkable to question her good faith."

The two authors report that according to "Phénomènes Inconnus" #4, in July 1947 at 3 p.m., Mrs. S., cyclist, rode on "the road close to Rouen which skirts the Seine" and saw some sort of large rugby ball on the road, of 3 meters in length and 2 meters in height. Two small beings of a size of approximately 1 meter were busy near the craft.
The authors quote:
"While arriving at a hundred meters of this thing, I stopped, and I rung my bicycle's bell. The two little beings stood up again, saw me. They rushed into their craft. The craft rose vertically up to some hundred meters. It immobilized while oscillating for a few seconds, then went away at fast speed."
The authors indicate that Mrs. S. moved away, awestruck, wondering what devilish mischief she witnessed, since at this time flying saucers were not something known.

The two authors indicate that the case occurred in the first two weeks of July 1947, at 3 p.m., 2 kilometers of Amfreville la Mivoie, close to Rouen, on the road skirting the Seine and joining Amfreville la Mivoie to Rouen.
The report was collected late, on May 30, 1972, by a M.B. Delabroye in Rouen and was published in "Phénomènes Inconnus" #4 in 1972. The authors add that it was mentioned later in the book "Face aux Extraterrestres" by Charles Garreau and Raymond Lavier in 1975 on page 86.
The reporter is said to be a woman, Mrs. S., who remained anonymous, aged 57, who saw an object already posed on the road at 2 km from Amfreville la mi-Voie, on the road to Rouen parallel to the river Seine.
The object was said to be within 100 meters of her, of oval shape, gray color with no crutches or landing gear, with some kind of circular aperture slightly at its back relative to the center. The size of the object was estimated to be of 1 to 2 meters in height.
The woman was on her bicycle and approached the place, and when she was at one hundred meters she went down the bicycle and rang the bicycle's bell.
The two beings turned around as if they saw her then. They immediately rush to the object and got in by the aperture. The object took off silently and vertically up to a hundred meters in altitude, remains motionless for a while, while oscillating, and then went away fast ("à grande vitesse") taking the direction of the south-east.
For France, as far as I can find out, the closest to Arnold's sighting of June 24, 1947, might be in the first two weeks of July 1947.

The authors indicate that in the first fortnight of July 1947 at a day which remains vague, in France close to Rouen, a 57-years-old woman saw suddenly, posed on the road, without having seen it arriving, at a hundred meters of her, an object of oval form, mate grey color and without landing gear.
The object was a little larger than a car.
Two beings were busy in the vicinity.
The surprised woman got off her bicycle and actuated the bell, the two beings turned towards her, appeared to see her, and rushed in the apparatus through a visible circular opening on the side.
The machine then rose without noise, vertically, until a hundred meters of altitude, it hovered one moment while oscillating and disappeared at very high speed towards the South-east.

In his catalog, Albert Rosales indicates that in Amfreville-La-Mi-Voie, France, in early July 1947 at 03:00 p.m. "Miss S" was riding her motor scooter when she saw an object in the road ahead. When she got within 100 yards, she saw that it was an oval of about 10 feet long and 6 feet high and saw two little beings of only 3 feet tall, dressed in gray with gray headgear, who were busy about the object. When she sounded her horn, they rushed back into the object through an opening of 20 inches in diameter; it rose 100 yards, oscillating, and departed like an arrow without making sound. The author indicates that there was a close encounter of the third kind about 2 km from Amfreville-la-Mi-Voie, Seine-Maritime, France, between July 1 and 15, 1947, at about 03:00 p.m., with Mrs S., 57-year-old, as witness.
She was riding a bicycle on the road from Rouen to Amfreville-la-Mi-Voie when she saw an object on the road. She moved forward up to 100 meters and then distinguished an oval-shaped object, matt gray, placed on the ground without landing support, of a length of about 3 meters and a height between 1 and 2 meters.
At the side of the object, were two beings no more than one meter tall, oddly dressed in gray clothes, with a hat without a rim, who were busy with a task that the witness could not define.
Arriving at a hundred meters from the object, the witness came down from her bicycle and used the bell to signal her presence. The two beings then turned around while appearing to see the witness. They immediately rushed towards the object, entered in it by a circular opening of 50 cm located slightly on the back with respect to the central axis of the object.
The object then took off without noise, vertically, up to a hundred meters of altitude. At this distance, it stopped for a few moments while oscillating and then left again at high speed towards Sotteville-lès-Rouen, all in total silence.
Julien Gonzalez noted that Ms. S.'s testimony was not collected by Mr. Delabroye until May 30, 1972, 25 years after the fact.

AMFREVILLE-LA-MI-VOIE, ROUEN (SEINE-MARITIME : FRANCE) Mrs M S was cycling along the road to Rouen, following the course of the Seine, when she saw on the road ahead, a sort of giant rugby ball 3m long, 2m high. Close by the object were 2 small beings about 1m tall. As she got within 100m of this spectacle, the lady rang her cycle bell. The 2 beings got up, looked at her and quickly entered the object, which then rose to about 100m, where it hovered, oscillating, for several seconds, before taking off at great speed. The witness then continued on her way, wondering what kind of deviltry she had been witness to. Jacques Bonabot citing GESAG Bulletin no 5 citing Garreau and Lavier 1975 p85 citing Ouranous Phen. The report is severely backdated as it came apparently only in 1972 for the first time. It apparently occurred in the days of the Kenneth Arnold sighting.
The witness was alone and remained anonymous. No counter-investigation seems possible.
