SOBEPS gives this information:
On November 29, 1989 at 06:15 p.m., Mr. H., a resident of Tiège, near Sart, saw a dark mass, consisting of two adjoining rectangles. He had the clear impression that it was the two side surfaces of a flat object with rectangular “windows” that were not lit but discernible.
The contour of the visible part was marked by a series of bright yellow - orange luminous dots.
The object moved in a straight manner from east to west and appeared to be approximately 100 meters from the witness.
SOBEPS published a sketch showing the objects as follows:
The yellow orange color of the lights was not shown on the sketch, or not reproduced as it was printed in black and white.

In their second book on the Belgian UFO wave, SOBEPS indicates that there was an observation on November 29, 1989, at 06:15 p.m. in Tiège with 1 witness, in which the contour of the object was emphasized by many dots of orange light, a color similar to the sodium lamps on the highways.
Further on, SOBEPS indicates that on the dark width of the edges of the object there seemed to be like “windows” of rectangular shape, not lighted, in several segments.
The distance between the witness and the UFO is given as 100 meters in altitude, the size of the object is given as 8 to 10 meters.

A retired person observed at approximately 06:15 p.m. a dark body formed by two adjoining rectangles. He feels that they are the two alteral sides of a flat object with four unlit rectangular windows. The contour of the visible part is framed by smaller orange lights. Distance: 100 m. Like in other sighting reports in the region of Eupen that evening, the data is rather sketchy, this is probably one of these reports to SOBEPS without a follow-up investigation, as the sighting reports were so numerous - nearly 150.
It should be noted that the distance given is very short, unfortunately it was not said whether the thing was silent or noisy.
Anyway, the description matches in no way a helicopter or an airplane; which may be excluded if the UFO was really within 100 meters of the witness, as it would probably have been recognized, and the noise would have been deafening.
