On February 9 or 10, 2018, on the website of the MUFON ufology group, in the USA, an anonymous account of someone saying that while looking out of the window at Houssen, he saw an object flying at low altitude. He took a camera and filmed the "UFO" which was about 30 meters high and started falling to a height of 10 meters.
The witness felt that the "UFO" could "disappear and become invisible, such as a portal or camouflage."

Long Description of Sighting Report
I looked out the window and saw a low-flying object, while I reached the camera, the UFO overcame about 500 meters at an altitude of about 30 meters and began to drop to a height of 10 meters.
I will not describe what a UFO was in detail, in the face, it could disappear and become invisible, such as a portal or masking. Five minutes later I cycled to the field where the last time I saw a UFO. No traces of the paranormal activity on this day found.
But after a while, then began to occur paranormal things always, I found a dozen different types of UFOs.
That was the show, the end.

On February 10, 2018, in the middle of the day, a dark UFO was filmed over the commune of Houssen, in Haut-Rhin, in Alsace. The witness published his story and a video on the MUFON website.
Testimony:
"I looked out the window and saw an object flying at low altitude. I then took my camera. The UFO was about 500 meters from me and was flying at an altitude of about 30 meters. Then it started falling to a height of 10 meters.
I will not be able to describe this UFO in detail. I was able to disappear and become invisible, as if it was passing through a portal or was camouflaged. Five minutes later, I went on a bike on the field where I saw a UFO the last time. No trace of any paranormal activity to date has been found.
But after a while, it started to make paranormal things happen. I was able to observe a dozen different types of UFOs."

The date could be February 9, 2014, instead of February 10, 2014, or any other date. The video, taken by day, has a resolution of 1280 by 740 pixels, but it is very fuzzy. At the bottom right there is a very doubtful incrustation, "XfileCommander".
There is sound, ambient noise, but no voice of any witness.
The video lasts 2 minutes 21 seconds, but only the first 28 seconds correspond to the observation, the rest being this sequence repeated in slow motion.
It was indeed taken in Houssen, from the back of one of the houses of the rue du Galtz, near the water tower:

Above: the place by Google Street View. The witness was at the back of one of the houses seen on the right of the street.
The witness was filming towards the East-Southeast, so the sun was falling to the right side of the object, as shown in the video.
The object goes slightly down essentially. At first, it shows a dark side, at one point it "turns" and shows a reflecting side. The reflection seems too strong to be a reflection on a white bird's feather.
I think it can be a party balloon carried by the wind and having a dark side and a light*colored or metallized side. It could also be a plastic bag. I do not see any "controlled maneuver", the thing seems carried away by the wind.
