The SPICA Alsatian ufology association published on their website in the "current investigations" page a report about a sighting in Strasbourg, dated October 14, 2014.
It said that between 10:05 a.m. and 10:15 a.m. in a pure blue sky, a perfect circle appeared high, then another below it, then another opposite almost simultaneously; which then formed like a right-angle triangle.
The three points were advancing very slowly like particles suspended in oil, in formation, never separating, and with no noise, no wake, no trail behind.
The very bright spots seemed to change from white to black, or disappear into the background of the blue sky, coming back to the forefront and showing again their "triangle" formation.
This was followed by another series that also formed a triangle, then by two other very bright white spheres that ended the flight.
They seemed to move to a point situated high above the European Parliament to then fade in the blue sky. One could see the move thanks to the benchmarks of the roofs.
SPICA stated that it had no explanation to date for this observation.

Between 10:05 and 10:15, Tuesday, October 14, 2014, under a pure blue sky, a perfect circle appears very high and another below and then another opposite almost simultaneously to form a triangle. The three points move very slowly like particles suspended in oil. They are "in formation" and never separate. No noise, no wake behind, no trail. The bright points seem to change from white to black, or disappear into the background of the blue sky, to return to the forefront and give back to the triangle its full form. It is followed by another series also forming a new square and then by two other very bright white spheres that finish the race. They head to a place apparently very high above the European Parliament to dissolve in the blue sky. One was able to notice the movements by using the roofs as benchmarks.
To date no explanation has been given to this observation.
Initially, the case was indeed intriguing for me as well: having thought about some airshow, with traces of fumes in circles, I found none in the Strasbourg area on that date.
Then, I found the picture accompanying this story:
I see that the "perfect circles" that one could imagine as... circles, do not appear, and that what is called three circles is simply the three dots of an imaginary triangle. These dots are small white things, probably round, so the witness should have said "discs" or "rounds", not "circles".
I think this could be toy balloons, small helium balloons launched by children.
I note that the photo is not an original picture, its ratio is not conventional; it is probably a cropped version of the original. Impossible to distinguish what are these points exactly, of course, each is made of a little more than six pixels, also altered by compression artifacts.
I note that nothing is said about the witness or witnesses, or the origin of the testimony or on what was done or not done to try to explain it.
These are these helium-inflated small rubber balloons that kids enjoy so much, capable of going very high up in the sky:
Lighted by the sun, they seem white or luminous. Depending on the lighting, they may seem to take the color of the sky, to "fade out" in the sky, or, when the sun is behind them, darken. They are sometimes lauched in groups, or several following groups.
The most famous affairs of toy balloons called "UFOs" occurred in Mexico, often over Mexico City. Some people reported seeing "UFO fleets" in broad dailylight in the sky:

Most of the time, these were many toy balloons launched by schoolkids to celebrate the beginning of the holidays, as kids usually do there.
