A reserve Gendarme with a degree in New Technologies contacted GEIPAN on May 12, 2010 about an observation of two red balls on the evening of Saturday April 10, 2010. He had attached the GEIPAN observation report form duly filled.
The Gendarme reported that on April 10, 2010, between 9 p.m. and 11 p.m., he was at his home in Rouffach with his wife, two reserve gendarmes and the companion of one of them. They were discussing their field experiences.
The Gendarme's wife, who was smoking a cigarette on the terrace, on the third floor of their residence, not overlooked, with a clear view of the surroundings, then alerted about a phenomenon in the sky, and the others came out on the terrace.
They immediately saw a bright red light moving in the sky at low altitude, above the vineyard, on a straight North-South trajectory, at a constant pace. No sound was audible, no other noise was disturbing their listening.
A few seconds later, they noticed a second light following the first with the same visual and sound characteristics and making the same movement.
The Gendarme estimates that their speed was average, "not as fast as the Mirages which pass regularly in this sector", but faster than a tourist plane.
They had observed the two lights continuously for 2 to 4 minutes until their disappearance, which took place as if they had gone out about ten kilometers away.
Once the sighting was over, he called the gendarmerie to report the sighting, indicating the few previous features.
The Gendarme asked one of the other witnesses to give his testimony to the GEIPAN, which the latter did by email on June 11, 2010, reporting the same observation as that of flying objects in the sky, on which one could distinguish a kind of flame at the bottom, and a red halo which emanated from it. The objects had been flying for a little while, then either died out or disappeared. He explains that he does not think that they were not seen them anymore because of a distance that had become too great, because at the time of the disappearance, they saw them quite distinctly.
GEIPAN wrote up their analysis of the sighting, concluding that they were, as one might guess, Chinese lanterns.

My friend, asks me to write to you to testify to what we saw at his home Saturday, April 10, 2010, in the evening, in Rouffach.
There were flying 'objects' in the sky. one could distinguish a kind of flame at the bottom, a red halo emanated from this 'object'. They flew for a little while, then died out, (or disappeared). I don't think you couldn't see them anymore because they were too far away, as you could see them quite distinctly.
That's all I remember. Also, these things went in the direction of the church.

We were alerted by my wife who was smoking a cigarette on the terrace, on the second floor of a residence, not overlooked, with a clear view of the surroundings.
As soon as we arrived outside, we observed a first bright red light moving in the sky at low altitude, above the vineyard, on a straight North-South trajectory.
The pace was constant, no sound was audible and no other noise disturbed our listening.
A few seconds later, we noticed the presence of a second light following the first with the same visual, sound and movement characteristics.
Their speed was medium, not as fast as the mirages that regularly pass through this area, but faster than a light aircraft.
We maintained the observation until the disappearance of the two lights, which seemed to go out about ten kilometers away.
Once the observation was over, I called the gendarmerie to report our observation, indicating the few previous characteristics (red lights, straight north-south trajectory, no noise)

The two lights disappeared simultaneously about ten kilometers to the south. Either they went out or there was a cloud.
They seem rather to have died out
Some phenomena are complex and give rise to the observation of several visible forms, either simultaneously or successively. The visible shapes can either be of the same type or of different types. The questionnaire is designed to describe separately and in detail each type of visible form, to indicate how many visible forms of each type have been observed, and then to describe the relative evolutions in time and space of these forms.
Each type of visible form must therefore first be described in detail as if it were alone. In particular, if there is a change in appearance, each phase of the change will first be described independently of those that follow or precede.

The GEIPAN was contacted by the witness by email on May 12, 2010, regarding an observation of two red balls on the evening of Saturday April 10, 2010. He attached the completed Questionnaire Terre (QT) [Report form for sightings from the ground] to his email and had the reflex to report his observation to the Gendarmerie by telephone, being himself a reservist. He was accompanied by five other people during the incident.
Another witness will testify by email on June 11, 2010.

"On the evening of April 10, 2010, between 9 p.m. and 11 p.m., I was with my wife, [three friends] at my home [...].
We were alerted by my wife who was smoking a cigarette on the terrace, on the second floor of a residence, not overlooked, with a clear view of the surroundings.
As soon as we arrived outside, we observed a first bright red light moving in the sky at low altitude, above the vineyard, on a straight North-South trajectory. 3.1 GEOGRAPHICAL SITUATION
The witness observed the phenomenon from his home in Rouffach, Haut-Rhin department, 14 km south of Colmar:

3.2 WEATHER SITUATION
The closest station of which the archive that can be consulted for the date in question is that of the former BA132 [=Air Forces Base #132] of Colmar-Meyenheim, located 8 km to the East - South East of the place of observation.

An established wind is blowing from the North in the Alsace plain. Rouffach is located at the foot of the Vosges, at the edge of the Plain, the wind can be locally accelerated by the relief.
3.3 ASTRONOMIC SITUATION
The witness does not mention any astronomical landmarks.
3.4 AERO AND ASTRONAUTICAL SITUATION
The witness does not mention any aircraft in his testimony, but mentions the old BA132, decommissioned since 2009 (QT p.4).
4- ASSUMPTIONS
The movement is regular, without change of trajectory, from North to South (therefore in the axis of the wind).
The main indicator describes a bright red light. One of his friends present that evening sent us a short description of the sighting by email (email of June 11): "We could distinguish a kind of flame at the bottom, a red halo emanated from this 'object'."
Add the time and date (a Saturday evening), and we have all the hallmarks of a Chinese lantern sighting:

5- CONCLUSION
Very probable case of sighting of Chinese lanterns.
This case is rated B.
Chinese lanterns are one cause of some old tales of UFO sightings: During the "airship" wave of 1896 - 1897 in the USA, during the wave of 1972 in the US Midwest, etc.
Since these miniature hot air paper balloons can be ordered on the Internet at very low cost - they also commonly found in Alsace now in stores - there is no need anymore to take the trouble of manufacturing them yourself.
So since 2005, about everywhere and of course in Alsace, many people who do not yet know about them report them as UFOs or at least as a subject of puzzlement: "It was not planes, not satellites, not helicopters, etc...", commonly appears in the stories. Indeed they aren't.
Most of the time, I certainly cannot "scientifically prove" or provide "hard evidence" that this or that report is explained by Chinese lanterns; but I see nothing opposes it and nothing would justify to call it spacecraft from another world or who knows what else.
It is sometimes possible to find that there was, precisely at that time, in the vicinity, a release of lanterns, during a party, a wedding party, a birthday party etc. But these releases are now so usual in Alsace at least that they are not necessarily mentioned on festivity calendars.
Since 2005, they constitute the bulk of the "testimonies" of UFOs found on websites devoted to the subject of UFOs and essentially publishing such "web report"; generally the only treatment is the publication, without any information on a possible cause, without any investigation or comment.
In Alsace, such releases are especially popular now since fireworks and firecrackers, long tolerated, are now prohibited for use unless special exemptions; Alsatians therefore largely adopted the lanterns.
As these lanterns are usually released at private or public parties, they are most often seen on Saturday nights, often at wedding dates or official festivities such as the National Day or New Year's Eve, usually between 10 p.m. and midnight. They are then usually released in clusters. But sometimes the purchaser performs a "test flight" a few days before, sometimes with a single lantern.
