Points to consider:

One may speculate of course that a spacecraft deposited a crowd of aliens who wanted to drill in a field.

One may speculate that they were actually gnomes, goblins or trolls.

One may speculate that they were workmen who come to create the track for the famous of bicycle race in the Isle of Man.

What seems certain is that this is a report in only one phrase, that nothing is said of the witness, not even an age - it may be that this was a young child - and that the only strangeness here seems to be that the men are "small", for a child it could mean that they were simply far away.
