Points to consider:
The "one" who claimed to have seen people on board an airship probably indicates that this is the same case as three days earlier in Maindee.
Ernest T. Willows had built his first airship "Willows 1" in 1905 as he was only 19 years old. Willows 1 had its first proper flight on September 5, 1905. His "Willows II" was built in 1909 at East Moors, Cardiff, Wales, and officially it was first flown on November 26, 1909. So there was an airship builder at work in Wales in 1909, though no record exist that he flew on May 19, 1909, above Maindee or Maesteg.
