ALSACAT:

ALSACAT is my comprehensive catalog of UFO sighting reports in Alsace, the region is the North-East of France, whether they are "explained" or "unexplained".

The ALSACAT catalog is made of case files with a case number, summary, quantitative information (date, location, number of witnesses...), classifications, all sources mentioning the case with their references, a discussion of the case in order to evaluate its causes, and a history of the changes made to the file. A general index and thematic sub-catalogs give access to these Alsatian case files.

Summary:

In a listing of UFO sighting reports in the Haut-Rhin on their website, the Alsatian ufology association SPICA noted noted in 2015 that on Tuesday, November 3, 2009, at 09:30 p.m. in Colmar in the Haut-Rhin a white luminous dot was seen, SPICA indicating that it is not resolved by lack of information, that the phenomenon is not identified and that there is no hypothesis about its nature.

The listing by the SPICA group gives no source, I did a search on the web and in my documentation, in vain. So actually there is not enough information, if that is all the information there is.

For the rest, starting from the little I know, i.e.: a white luminous dot at 09:30 p.m., there are certainly a wealth of possible ordinary explanations: satellite, plane, Chinese lantern, helicopter, the ISS, car headlight, photographic anomaly, advertising balloon, etc. etc. etc.
