I thought of the planet Mars, but it is in the sky of Algiers only at 02:28 a.m. on that date.
The Moon is there, at an elevation of 62°33. In addition to the size of the light that seems too small - but a wide field can lead to this - the elevation of the Moon seems far too high compared to the low angle on the images.
There is the possibility of a Chinese lantern. But surprisingly, there is no EXIF data with the images, so it is impossible to check for a possible elapsed time between the two images.
Note that Jupiter is visible at an elevation of 10°.
