STOCKHOLM, Jan. 28. -- The "phantom" fliers over Sweden and Finland were the subject of interpellations in Parliament today, and the government ordered an investigation by the Swedish Air Force. The nationality of the mysterious airmen is not yet known, but it is generally belileved the aviators are bound on Soviet test flights to Arctic icebreakers.
