It seems that a sensationalistic magazine about the paranormal and other mysteries reported that in Rians, the Var, France, in 1979 by night, one Mr. W. Viana met two small men wearing wilver brown suits walking along a canal. There seems to be no other information.

Albert Rosales indicates in his catalogue that in Rians, Var, France, in 1979 at night, W. Viana encountered two little men wearing silvery brown combination suits walking along a canal. No other information.

Albert Rosales indicates that the source is L'Inconnu # 230 11/1995.

Points to consider:

Like Albert Rosales, I could not find any other information. It should be noted that "L'Inconnu" ("the Unknown") was a magazine about the paranormal, topics such as "mysterious powers" of the animals, Atlantis, the Bermuda Triangle etc.
