The newspaper El Vocero de Puerto Rico, of San Juan, for September 19, 1977, published a story which was then picked up by Press agencies and appeared in a diminished version in newspapers around the world.
According to the story, on September 4, 1977, in the Barrio Abr Centro, Puerto Rico, at 03:30 p.m., Luis Sandoval, a 74-year-old farmer was lying in a hammock, when he felt an urge to go to a nearby hill, where he heard a bang and saw a flash and a blue candle-shaped object.
A 3 feet tall humanoid with a round, unattractive face, long pointed ears, big lips, a small mouth, and flaring nostrils emerged wearing what appeared to be a jacket and a small tie.
The being told him in Spanish to "have courage," then examined his body. Sandoval was not scared.
The being claimed to be an extraterrestrial, and said, "How nice Puerto Rico is." He stepped back and immediately vanished in a blue fire that rapidly flew off.

Albert Rosales indicates in his catalogue that in Corozal, Puerto Rico, on September 19, 1977, in the evening, Luis Sandoval, 74, reported that while he was resting in an area he spends many evenings relaxing, a little man one meter high descended nearby in a green flame and examined the old man's feet, knees and chest; after the examination the little being disappeared in a flash with a noise similar to that of an aircraft landing. He had a large head and round nostrils and was wearing a white doctor's like gown.
Albert Rosales indicates that the source is Lamarche, Martin, quoted in LDLN #169.
The case seems to be nothing more than a newspaper report with no ufological investigation.
