He appeared to be doing something on the ground. The witness quickly departed.

Scott S. Smith is a photographer who wrote articles on the "paranormal" for magazines such as "Fate" and authored a book "The Soul of Your Pet: Evidence for the Survival of Animals in the Afterlife" in which he claimed animals have a "soul" anf their dead "ghosts" can haunt places.
Obviously, the information is tiny, a 12-year-old girl is not a reliable witness, and no re-investigation can take place to check whether she really saw something and what it was.
