Some file at the Center for UFO Studies reporteldy tells about a sighting in Phoenix, Arizona, on July or August 1965, at 6 p.m., in which a Mrs. V. T. and her daughter observed a triangular-shaped object fly overhead, low and slowly.
The woman counted 13 windows around the perimeter of the object, and in one window, she saw a figure, who walked into view with its arm raised as though touching something on the inside wall. It then dropped his arm, turned to the window, and looked out directly at the two witnesses, and the woman felt that "he was looking at us."
The woman apparently described the figure as slim, of human shape, wearing tight fitting clothing, of average height. she saw it only from the waist up.
The daughter did not see the figure, but observed a red light in the forward point of the triangle, and two blue lights at the rear points.
The object passed over at tree-top height, or just above, and the witnesses started waving at it. One of the two ran inside to get her camera but when she returned, the object was no longer in view.

The website indicates that in August 1965 around 1800 in Phoenix, Arizona, USA, a hovering object was observed. Occupants of the craft were seen. Animal reactions to the object were reported. One object was observed in clear weather by two witnesses at an electric plant for a few minutes, one witness or both was named Taylor.
The source is indicated as "CUFOS, J. Allen Hynek Center for UFO Studies".
This seems an interesting sighting, unfortunately the available documentation is quite thin. This might be so because the case could have been just some newspaper story or witness letter.
It should be noted that it is really uncanny that in such a sighting, for which any qualified ufologist would want to determine for sure if it were not a helicopter, the available report, and possibly theprimary report too, do not say a word about a noise or absence of noise coming from the object.
