Mexican ufologist Ruben Manrique apparently reported at some time that near San Jose, San Luis Potosi, Mexico, on February 12, 1965, at an unknown time, Francisco Estrada Acosta, aged 19, encountered on a road to San Jose a scaly creature, more than 2 meters tall, that suddenly appeared next to him, and extended a cold hand as if to greet him.
Francisco Estrada Acosta said it had phosphorescent eyes, a large toad-like mouth, hands were like "flippers".
Francisco Estrada Acosta was terrified and run away.

Panic stricken Jose fled the area on foot. He further described the being as having phosphorescent eyes, a large toad like mouth that suddenly appeared next to him on the road. Its hands were like "flippers" and it was well over 2 meters in height.

Albert Rosales indicates in his catalogue that in Morales, San Luis Potosi, Mexico, on October 1965 in daytime, Francisco Estrada Acosta had gone out on a small game hunting expedition near a local mining area; he followed the local Santiago River and arrived at the San Jose dam. There while bending down collecting rocks for his slingshot he felt the presence of someone standing next to him. Standing up he was startled to see a tall figure with a large oval-shaped head huge reddish phosphorescent eyes and a large toad-like mouth. The strange humanoid extended a "flipper" like hand to Acosta and touched one of Acosta's hands on his palm, the touch felt cold and scaly like that of a reptile or an amphibian. Terrified, Acosta stepped back and ran like a man possessed from the area, looking back he noticed that the creature had membrane wing-like protrusions on its back and was apparently preparing to leave the area also.

The story [ar1] comes from a ufologist not very famous for being cautious, and where and when this was reported is not said. We only have a brief summary, no investigation report I know of, no other source.
The second version [ar2] is obviously about the same alleged event, but with another date; which does not enhance the credence ot the story.
