Apparently, ufologist Lucy Guzman told Albert Rosales about a case near Cochabamba, Bolivia, on December 6, 1914, at 03:47 a.m., the witness being David Mendiola Vilchez, an elderly man who was living in an isolated area near a cemetery.
"One night", while sleeping, he heard a noise which he eventually compared to that of an airplane turbine engine coming from the outside. Going out to investigate, he saw a large gray metallic cigar-shaped craft that appeared to be encircled in "electricity" descending on a nearby field.
Approaching the area, he was suddenly surrounded by a white bright light and found himself apparently inside the craft surrounded by several "monstrous" beings; which he described as very tall and thin, with huge eyes, their skin appeared to be covered in a sort of "disgusting" mucous substance or cartilage-like material, their legs resembled that of octopi.
He also claimed he was examined by the humanoids but does not recall any additional details.
Apparently the witness passed on the details of his encounter to his children and then they passed them on to his grandchildren.

The author indicates that on December 6, 1914, at 03:45, close to Cochabamba, Bolivia, David Mendiola Vilchez, who was already a very old man at the time of the occurrence in an isolated sector, close to a cemetery, one night, in bed, heard a noise coming from the outside that he associated with that of a airplane engine.
He stood up to see what was going on, and managed to observe a large metal apparatus in the shape of acigar which seemed "surrounded by electricity".
The craft came down a field not far from there, the witness decided to check it more closely and at this point in time he was wrapped in a white brilliant light, then found himself apparently inside the craft, in the presence of "very large and hurled monstrous beings", with large eyes, forming a circle around him.
Their skin was covered with a kind of "disgusting" mucous substance or with a matter similar to cartilage, and their legs resembled an octopus (sic). He also stated to be examined by these humanoids, but he remembered no other detail.
He had told that to his children who repeated it thereafter to their own offspring, and thus it was transmitted.

Jean Sider is astonished by the "legs resembling an octopus", rare in abductions, but he asks the "faultfinders not to claim that the object described was a Zeppelin", for at the time Bolivia was not yet a destination of the German airship, that this UFO thus anticipates.
The story was apparently passed on to Albert Rosales by Lucy Guzman, as no other source mentions it as far as I searched, and it does not appear elsewhere on the Internet.
This is certainly a high strangeness case, and Jean Sider's not that some might claim it would have been a Zeppelin is quite silly: given the description of the alleged occupants, I do not think anyone would suggest such a silly explanation.
The main issue here is credibility, not the possibility that it was a Zeppelin.
