According to Albert Rosales, one Rupert Drew said that in Caerphilly, Wales, in September 1914, in the afternoon, two children named Uden and Hopkins were wandering on a mountainside after school on their way home, when they suddenly encountered a widespread mist at the edge of which were two small humanoid figures totally white all over.
Both beings wore abnormally tall hats, rather like those worn by chefs, and had piercing eyes.
The figures advanced towards the children who became frightened and fled.
Another source says it was in September 1911 and the hats looked like baker's hats.
According to Jerome Clark, when interviewed in 1975 one of the witnesses was still so disturbed by the experience that he refused to discuss it in detail.

He comments that the presence "of fluidic gas masses (fog, smoke, etc.) is a recurring characteristic which is often in the reports relating to the UFOs and humanoid entities", and that much of such cases without UFO suggest a CE4."

There was a "rupertdrew.com" but this website seems to have disappeared. It is possible that this is the Rupert Drew now living in Brazil and spokesperson of a controversial "Miraculous Healer" there. Ufologically speaking, there is no Rupert Drew known for any work on the UFO question.
The main issue here seems to be the lack of credibility elements of the report.
