SOBEPS gives this information:
On November 29, 1989 at about 06:30 p.m., from the south-east of Verviers, Mr. I., lawyer, provincial and municipal councilor, observed a flying object which emitted three very bright light beams downwardly.
The object was a large platform.
It seemed to move over Verviers and head towards Battice.

There is a summary for this observation, published on the web by the Belgian ufologist Godelieve Van Overmeire in her catalog circa 1999, now gone, but much copied by UFO websites and forums. This summary is as follows:
1989, November 29
BELGIUM, Verviers
At 06:30 p.m., [...other case...] About the same time Mr. I. lawyer and city councilor observed southeast of Verviers a flying object that emits three very bright light beams directed downward. It is a large platform. It seems to evolve over Verviers and head towards Battice. (VOB 1 - SOBEPS 1991, p. 29)

The information I have at the moment are too poor to risk a sure explanation - airplane, helicopter, alien craft... - In particular, it would require an angular size, the indication of possible sounds or silence, and so on. However, there was still one more person intrigued by a flying object that evening in the area of Verviers - Eupen.
