A male witness reported to GEIPAN that on October 1, 2013, between 11:15 p.m. and 11:25 p.m., he observed from his/her home the movements of two bluish white lights moving together at random and passing through the clouds. Ten minutes later, the phenomena disappeared, but two hours later, identical lights appeared and then disappeared suddenly.
He wrote for example: "These lights seemed to use the clouds to try to hide themselves, but their light intensity still passed through the clouds even if this intensity was relatively 'soft'."
The witness took some pictures.

On October 1, 2013 between 11:15 pm and 11:25 pm a witness observes from his home the movements of two bluish white lights moving together randomly and passing through the clouds. Ten minutes later, the phenomena disappear. Two hours later, identical lights appear and disappear suddenly. The witness took some pictures. The witness's description of bluish white lights moving together in a random fashion, whose light passes through the clouds, is very much reminiscent of a luminous animation such as discos use. The photos of the witness show that the light spots are visible only on the clouds, proof of a projection of light from the ground. We note however that Wednesday night is an unusual day for this type of animation. Because of the small strangeness of this phenomenon GEIPAN did not conduct a thorough investigation to find exactly the origin of the phenomenon. The GEIPAN classifies this case "B": probable observation of a luminous animation, type skyrose. |

I observed the phenomenon about ten minutes between 11:15 p.m. and 11:25 p.m. Then the lights stopped. I see the phenomenon again between 1:15 and 1:25. At 1:25 the lights disappear suddenly. I stayed awake until 2 a.m. to watch but nothing else appeared in my field of vision. |

The description and the images are all conform to a discotheque projector, of the "SkyTracer" kind.
At between 2 and 4 km in the south of Schiltigheim, there was, that night, animations, within the "Festival Musica", at the Cité de la Musique et de la Danse of Strasbourg.
It was said:
"Pascal Rambert, Yves Godin and Alexandre Meyer created Memento Mori, an experience much more than a simple show. The experience starts in the absolute darkness... No words could reflect the experience Memento Mori invites the viewers to, a sensorial and peception experience between hypnosis and wonderment." And: "The show includes long periods of total darkness: caution to person sensitive to clautrophobia."
One sometimes call them "discotheque lasers", it is often so in the regional Pres, as a cause of UFO sightings. They are actually not lasers but projectors of ordinary light.
The purpose of these Skytracers is to get attention from far away, up to miles away. Lasers are mostly effective on location, inside a nightclub or on a concert place.
Their light can be white, but it can also have a green, blue, red, yellow hue... Motors are used to move the projections on 1, 2 or 3 axis. By software, they can be programmed to perform sequences of more or less repetitive figures; as witnesses often report.
When there is vapor in the air from the ground up, the Skytracer produces a beam of light, fixed or mobile.
It can produce the impression of a "luminous cigar."
But id a low cloud layer tops a mass of dry air on the ground, there is no visible beam, one sees the projection of the beam on the bottom of the clouds. It is mostly in such conditions that people sometimes are unable to recognize projectors.
With several networked and programmed Skytracers, it is possible de produce shows of the "flying saucer" or "flying saucers formation" kind.
