ALSACAT-2007-09-25-GUNSTETT-1
The Alsatian association of ufology and astronomy "SPICA" reported in their bulletin #12, page 30, for January 2008, an observation in Gunstett in the Bas-Rhin on Tuesday, September 25, 2007, at 08:58 p.m. local time.
The phenomenon was near the star Delta Her, precisely, close to the star HD157087 in Hercules.
The equatorial coordinates of the phenomenon were AD: 17'20", declination + 25°32.
The azimuth was 243°, about West-Southwest, and the rise was + 53°51.
The observed phenomenon was two fixed white flashes, without apparent movement of satellite or plane, at 2 seconds interval, at the same location, magnitude -3 for both flashes. Each flash lasted about 1/2 second.
The witness said it was producing "no airplane sign," that he is quite accustomed to differentiate satellites and planes and to follow their movement, "even when they are more in line." He added that it had "nothing to do with an Iridium or any other satellite," there were no signs of portside / starboard lights of a possible plane.

Whereas one may applaud at the sense of precision of the witness when it comes to the direction and elevation, given with astronomical precision, one may regret that he omitted to indicate the duration of the sighting, to indicate how it started and how the phenomenon ended - if he observed it to the end.
Without this crucial information, nothing sure can be concluded.
The indicated position matches, the stars, Hercules, are indeed where the witness stated they were at the time of observation. There are no natural astronomical object there that may have flashed like reported. So, I have an "unidentified" with insufficient information.
