ALSACAT:

ALSACAT is my comprehensive catalog of UFO sighting reports in Alsace, the region is the North-East of France, whether they are "explained" or "unexplained".

The ALSACAT catalog is made of case files with a case number, summary, quantitative information (date, location, number of witnesses...), classifications, all sources mentioning the case with their references, a discussion of the case in order to evaluate its causes, and a history of the changes made to the file. Case of Kogenheim, on August 22, 2006:

Summary:

A witness had anonymously reported to a website on UFOs and the paranormal, that on August 22, 2006, from 09:20 p.m. on, in the Bas-Rhin, he observed two white lights.

Leaving Kogenheim and going towards Benfeld on the expressway, he saw two flashing white lights that had to be 100 or 200 meters from each other and a little less than 1 kilometer above the ground. He specified he has a very poor estimate of distances.

The right light flashed and then just after the left lit for about a second, and this repeatedly.

The observation lasted until 9:24 p.m., under a sky that was clear despite some clouds. He is certain that they were not planes, nor stars as they blink in a different manner.

He looked at them through the rear window while driving away, he could not stop in the fast lane, and thus lost sight of them.

They had not moved. He thought they surely remained where they were when he lost sight of them, and were perhaps there before he begun to see them.

Neither stars as they twinkled in a certain manner:

The right one lit then hardly after the one on the left nearly one second then it started again.

It should be noted that I was looking out the trunk window while driving away I stopped to see these lights, on the fast lane one unfortunately cannot stop; so at 09:24 p.m. I lost them from sight. They dis not move and surely remained there where they were when I lost sight of them and were perhaps there before.

There is not enough information to assess a real strangeness of this. The altitude of 1 km, for which the witness stated to have "very bad" appreciation of distances, should have better been given as an elevation angle so that we would be certain it was not lights on the ground or in the mountains.

It seems that there was no movement had at least during the observation, so one might think at fixed ground lights, projectors or some signaling.

Evaluation:

Unidentified but low strangeness.
